It is a Hakea. Can't be 100% sure from the photo but I think it is Hakea sericea common name Bushy Needlewood. It is quite common in Victoria, especially in hill country.
I think it is a Willow Leafed Hakea,Hakea salicifolia, which is a beautiful indigenous plant, but can be invasive in the coastal areas of Casey Robin Dzedins
